Good morning. It's Thursday, Sept. 21. We start with a column from Scott Maxwell, who says politicians have a tendency to blow a lot of hot air after a hurricane.

In Puerto Rico, the U.S. territory is beginning the long, slow recovery after Hurricane Maria knocked out power to the entire island and caused other significant damage. Early Thursday morning, Maria pounded the Dominican Republic.
